    王志发，1953年8月生，黑龙江宾县人，1972年12月参加工作，1974年11月加入中国共产党，辽宁大学马列主义教研室政治经济学专业毕业，中央党校大学学历。历任沈阳军区某部战士、排长、指导员、教导员、宣传科长、团政治委员；沈阳军区司令部军事工作研究室研究员；解放军总后勤部正师职秘书、政治部办公室秘书长；解放军军需大学政治委员，少将军衔。2005年6月到国家旅游局工作，现任国家旅游局党组副书记、副局长。
